Strange white space appears on internal page site load

Hello.

For some reason, when I load my internal pages, the site seems to load down on the browser then snap up. It shows a white band under the navigation. How would I eliminate this, so that it loads as the home page does and “normal” browser we pages. This happens on all browsers. Also, when the page loads and you scroll down on the page with your mouse, you can see that the white space appear again, then when you release your mouse, the site snaps back up.

On a side note: Kharis had helped me with this issue on Feb 8, 2016 and I truly believe I tested his code and it had worked, so not sure what happened but if someone could take a look at it, that would be very appreciated. This is the code Kharis provided me.

Hello.
I was wondering if someone could take a look at my code and see if they had a solution for me. This is a pretty important piece because the site feels wrong to have this strange behavior and my alternative to fixing this is to have no sticky menu, which is would be a shame.
