How to set Footer Menu Hover Color

I have a secondary menu in my footer, that while working fine, does not provide a hover color on the mouseover to indicate that the field is as link. The mouse cursor does change. I have added a few CSS changes to try and target either all anchor tags in general, which is fine throughout the application, or just those that are in the footer. According the Chrome debug, both entries are somehow overridden by some other style. Any thoughts on a solution.

Here are my CSS additions, neither have any effect.

/* mouse over link color */
a:hover {
    color: #1188ff;
}
.footer-widgets ul li a:hover {
    color: #1188ff;
}

Try adding an !important argument to set the highest priority execution. So the code will look like this:

.footer-widgets ul li a:hover {
   color: #1188ff !important;
}
