How to increase padding between the header/menu and the top of the screen

I need to make my menu sit a little lower to accommodate a contact bar that remains at the top of the page. I searched through some past topics and there is much about headers and menus but I can’t find this exactly.

Can you please provide some explanatory screenshots and a link to your website?

You can upload screenshots to your WordPress Media Library and share a link, or you can use one of the online services (Google Drive, Dropbox, etc.).

Unfortunately I’m doing this on a localhost but I did take some screenshots for you. To explain my situation- This is for a government agency and it has to be user-friendly for the disabled, so I added a plugin called Speed Contact Bar (with tapable links to call, email, or to get a google map) and have it sitting at the top of the page. However, it covers the menu and site name text on the slider (https://drive.google.com/file/d/0B6pGjPjgpISVMHM3X1RDbkZUOW8/view?usp=sharing) and it’s even worse when you scroll down (https://drive.google.com/file/d/0B6pGjPjgpISVX0ZQejJSSEJBREE/view?usp=sharing). I need it to look like this if possible (https://drive.google.com/file/d/0B6pGjPjgpISVS1R5NHhpVWg4TzQ/view?usp=sharing), which is what it looks like when I’m signed in to wordpress and their edit bar is at the top of the screen. If you know of a better plugin that will do the same thing I can switch to that one. Sorry for the wordiness.
