Change of color in the header that contains the menu

Hi
I need to change the color of the header that contains the menu. How do I do it? Now it’s black I’d like it to be white and the letters of the menu in black.

Also when I first enter any page of my website (except the home page) appears a white line and then when I scroll down disappears, I need it to disappear completely, that is, not to be seen at any time.
