Adding decorative line to page headings

Hello! I am using Sydney Free and after trying out dozens of themes, I am very pleased with it. I am especially happy with your support. Many free themes were not helpful with customizations and I would never buy a product from those companies.

My question: My site is not a blog site, I use pages for most of the information on the site. The page titles are quite plain, but the titles in the Sydney FP widgets are very good looking. I would like to make my page titles look like the widget titles, if possible. I have used the following CSS in my child theme to format the titles and I am only partially successful. The text formatting is great, but the decoration after the title is at the bottom of the post content, not below the title. What am I doing wrong?

You can add CSS code in Dashboard → Appearance → Customize → Additional CSS (WordPress 4.7 and up).
